
PAID-ESA, in partnership with Prepared International, has concluded a one-year strategic analysis of Cameroon’s emergency preparedness and response capacities for the World Bank Group and ECCAS, with support from the European Union through the ACP–EU Disaster Risk Management Programme managed by GFDRR.
The Pan-African Institute for Development – East and Southern Africa (PAID-ESA), in partnership with Prepared International (PPI), has successfully concluded a one-year strategic analysis of Cameroon’s emergency preparedness and response capacities.
This important assignment was undertaken for the World Bank Group and the Economic Community of Central African States (ECCAS), with financing from the European Union through the ACP–EU Disaster Risk Management Programme, managed by the Global Facility for Disaster Reduction and Recovery (GFDRR).
The analysis provides a comprehensive and strategic assessment of Cameroon’s emergency preparedness and response system (EP&R). It examines the country’s institutional and policy frameworks, coordination structures, operational readiness, training and capacity development systems, and the integration of climate risk considerations into emergency management. The work further identifies priority areas for strengthening national systems and enhancing the country’s capacity to anticipate, prepare for, and respond to disasters more effectively.
As part of the process, a strategic investment plan was also developed to outline pathways for building sustainable national capacity, reinforcing protection mechanisms for vulnerable populations, and progressively reducing disaster risk over the long term. The analysis, therefore, serves not only as a diagnostic tool but also as a forward-looking framework to guide future investments and interventions in resilience-building.
Strengthening emergency preparedness and response capacities remains a critical pillar in promoting national resilience. The findings of this work are expected to inform future support and policy action aimed at enabling Cameroon to better protect its population from natural hazards, climate-related shocks, and other emergency risks.
PAID-ESA reaffirms its commitment to supporting stronger, more resilient disaster risk management systems across Central Africa. The Institute remains actively engaged with ECCAS Member States and continues to support broader regional efforts toward the development of strengthened emergency preparedness and response mechanisms, including the establishment of a regional hub in the coming year.
